Chinese Development Approach Is Valuable for the World

T HIS year marks the 70th anniversary of the founding of the People's Republic of China.With its ever increasing national strength,China is demonstrating its distinctive splendor in the global arena. Over the past 70 years,China's growth pattern has transcended the institutional framework devised by Western powers, establishing a myriad of institutional apparatuses unique to China, and initiated a development path with Chinese characteristics.
A New Visage in a New Era
China's national strength has undergone historic transformations.
Former President of the Philippines Gloria Macapagal Arroyo, at the Boao Forum for Asia Annual Conference 2019, in an appraisal of China's comprehensive strength, noted the world has witnessed the unprecedented leading status of China in the world and in its own history.
China's economic clout has been boosted to a new level, entering a new stage of a new normal. China has implemented new development concepts and changed development modes, which are reflected in it's attaching more importance on pursuing quality-oriented economic progress. According to the National Bureau of Statistics, in 2018, China's GDP totaled RMB 90.0309 trillion, and China contributed more than 30 percent to world economic growth.Amid the raging financial maelstrom in the global arena, China's continuous growth presents a miracle in the history of the world economy. It adapts to the new norms of economic development, restructuring its economy and shifting to new growth drivers. Technology and innovation are now the prime motivating forces empowering China's economic development.
Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, in a speech delivered at a celebration in Beijing commemorating the 95th anniversary of the founding of the CPC,stressed that as China adapts to a new normal of economic development, the global economy enters a period of transformation, and the world prepares for new breakthroughs in science and technology, it is important that China continues to focus on economic development, guides the new normal of economic development with new principles of development, accelerates the transformation of its economic growth mode, the restructuring of the economy, and the upgrading of its development, vigorously advances supply-side structural reforms, achieves a more efficient,higher-quality, fairer, and more sustainable economic development. China will also speed up the formation of the institutions and environment in which innovation is revered, coordination is emphasized, green development is advocated, openness is fostered, and sharing is encouraged.
In 2013, Xi Jinping put forward the strategic concept of building “the Silk Road Economic Belt” and“21st-Century Maritime Silk Road,” known in short as the Belt and Road Initiative (BRI), which has pushed China closer to the center of the world stage.

In an interview with China Today, Arroyo remarked, when speaking of China's development mode and future, that “now there is a new era, and as the U.S. policies turn conservative, it is good to see that the last 40 years have made China prosperous and a leader in the world economy. Now what we see is a transitioning of the center of trade from the West to Asia. We may see the world coming around in a full circle. I believe we will see a new globalization in the East rather than in the West.”
China's scientific and technological innovation is transitioning from quantitative accumulation to a qualitative leap, from breakthroughs in certain areas to a systematic capability improvement. Currently, China is not only capable to innovate, but also pioneers global innovative initiatives. For example,Huawei and Alibaba have claimed unappalled slots worldwide in commercial application of innovative achievements.
Hu Angang, dean of the Institute for Contemporary China Studies and a professor of the School of Public Policy & Management, Tsinghua University, pointed out,“The leadership of the CPC is the secret of China's rise.Under the background of globalization, international competition is virtually the competition of strength,which essentially hinges on the governance system of a country. The system endowed with vitality has learning and innovative capacity, thus possessing a competitive edge.”
Yuan Sainan, a professor with the Party School of the Central Committee of CPC, stated that the Chinese state governance system has surmounted the drawbacks of Western modern governance. It excels in concentration of resources on major undertakings, vigorously catalyzing the development of social productive forces, and consequently heightening its comprehensive national strength. China's political system is making unique contributions to the world and providing useful references to other nations in various aspects, such as social integration, democratic decision-making, and efficient operation.

François Hollande, former French President,remarked, “The challenge for China now is how to achieve further growth on the basis of its past economic accomplishments and pursue greater buildup. China's model is one of constant self-adjustment and self-definition.”
Innovation Fuels China's Development
At the opening of the 19th Meeting of the Academicians of the Chinese Academy of Sciences and the 14th Meeting of the Academicians of the Chinese Academy of Engineering in May, 2018, Xi Jinping pointed out that entering the 21st century, a new round of technological revolution and industrial transformation are restructuring global innovation and economy. We now stand at the historic intersection of a new round of world scientific and technological revolution with the transformation of China's development mode. Over the past years, China has vigorously implemented the strategy of innovationdriven development, and the achievements of building an innovative country have attracted worldwide attention. The Tiangong space lab, Jiaolong manned deepsea submersible, China's “celestial eye,” the world's largest single-aperture spherical radio telescope, Mozi, the first quantum science experimental satellite in China, large passenger aircraft, the Sunway TaihuLight super computer, and many other major scientific and technological achievements lead the world. China's scientific and technological innovation has entered a new stage, from merely following the world's trend to synchronizing with progress,to ultimately attaining a pioneering edge.
Hollande pointed out at the Boao Forum for Asia Annual Conference 2019, “Today, China excels in the technological domain, with technological advantages in numerous fields. In addition, China has manufactured many high-quality products which have won global recognition.”

Analysts are also studying the new round of globalization with Oriental nations as the driving force rather than the Western countries. We term it Globalization Version 2.0,which is based on the Belt and Road Initiative proposed by China, so China is becoming increasingly influential in the world.”

The modernization of other countries in the world has been achieved under the capitalist system, and there is no precedent to realize modernization under the socialist system, especially in a populous country like China.

The frequent regional conflicts, together with other global challenges like terrorism and the tide of refugees, are plaguing the whole world. The uncertainties and instability facing the world are aggravating. In the complicated international circumstances,China vigorously fulfills its responsibilities and actively participates in global governance. From major countries to neighboring nations, from developing countries to the multilateral arena, Xi Jinping has put forward a series of new diplomatic concepts, ideas,and initiatives with Chinese characteristics. These concepts proactively promote the establishment of a new model of international relations with win-win cooperation as the core, vigorously promote the construction of a global partnership network, advocate the concept of global governance of extensive consultation, joint contribution and shared benefits, and build a community of a shared future, which is an elevated integration of the community with a shared interests for mankind and a community of shared responsibilities. The concepts, combined with the initiatives, actively contribute China's wisdom and plans to the cause of promoting peace and development. At the same time, they also comprehensively enhance China's international influence.
Since the 18th CPC National Congress, from a community with a shared future for mankind to a new model of international relations with win-win cooperation as the core, from the BRI to the Asian Infrastructure Investment Bank… Xi Jinping put forward a series of new concepts and new proposals concerning the future and destiny of mankind.Xi Jinping has traveled to more than 56 countries in five continents, visited major international and regional organizations, and raised dozens of initiatives and plans to address major global and regional affairs, which have elevated China's influence in the international community, marking a brand-new phase of China's interlinking with the world.
In addition to the BRI, the concept of “a community with a shared future for mankind” is pioneering the construction of a new international order. With the continuous development of emerging economies, the rebalancing of global power has led to the decentralization of international powers, and the construction of a more just and reasonable international order has become an irresistible trend. China vigorously advocates and practices the concept of “a community with a shared future for mankind,” which provides a new plan for building a new international order with lasting peace, universal security, common prosperity, openness, inclusiveness, and sustainable development. The future order to be shaped by this plan is not the continuation of the Western hegemonic apparatus, but a new global order characterized by the concept of “equal participation, and cogovernance based on consultation.”
The establishment of a new model of international relations leads the new trend of peaceful development. In recent years, with the rapid rise of China,the international community is concerned about whether Sino-U.S. relations will fall into the “Thucydides trap.”
The report delivered by Xi Jinping at the 19th CPC National Congress states that no matter what stage of development China may reach, it will never seek hegemony or engage in expansion, which is China's commitment to the world and reflects the responsibility of China as a major power in safeguarding world peace. China proposes to build a new type of international relations featuring mutual respect,fairness, justice, and win-win cooperation, aiming to open a new path of international interactions of“dialogue without confrontation, and partnership without alliance.” This new approach not only surmounts old ideological shackles of the zero-sum game, but also abandons the law of the jungle that the weak will stand as an easy prey to the strong and the winner takes all, transcending the historical precedent of a great power monopolizing the whole world and strong powers seeking hegemony. A new model of international relations championed by China in the new era steers the global governance to a more just and rational direction.
Li Daokui, director of the Center for China in the World Economy and dean of the Academic Center for China's Economic Practice and Thinking, Tsinghua University, noted at the Boao Forum for Asia Annual Conference 2019, “Looking ahead, China should further participate in joint global governance. It is China's mission to develop from joining globalization to joint governance. We need to negotiate with courtesy to set new world rules.”
The “China Road” has opened up a wide path of modern development, expanding approaches for countries to achieve modernization by providing a new choice for countries which desire to accelerate development while at the same time maintain their independence.
