上合组织秘书长诺罗夫：重庆人文底蕴深厚 经济充满活力期待在渝举行上合组织地方领导人会晤

2月26日至27日，上海合作组织（简称“上合组织”）秘书长弗拉基米尔·诺罗夫率团来渝访问，进一步深化重庆与上合组织及相关国家在经贸、人文、旅游等领域的合作。

27日，市委书记陈敏尔，市委副书记、市长唐良智会见了诺罗夫一行。市委副书记任学锋，市领导王赋、刘桂平，上合组织实业家委员会执行秘书长卡纳夫斯基参加会见。
陈敏尔说，去年6月，上合组织青岛峰会成功举行，达成一系列重要共识，我们将积极为落实峰会成果贡献地方力量、发挥地方作用。地方合作是上合组织成员国之间发展友好伙伴关系的重要组成部分。我们欢迎2019上合组织地方领导人会晤活动在渝举行，并全力做好筹备工作。愿以此为契机，进一步深化与上合组织及相关国家在经贸、人文、旅游等领域的合作，推动地方交流合作取得更大成果。
诺罗夫表示，重庆人文底蕴深厚，经济充满活力，是一座魅力四射的现代化大都市。在渝举行上合组织地方领导人会晤活动，有利于加强上合组织各国地方间友好交往，提升多边合作水平。我们将与重庆一道，全力做好筹备工作，进一步推动经贸、人文等领域交流合作。
在渝期间，诺罗夫出席了“2019上合组织地方领导人会晤筹备工作座谈会”，与市政府外办领导就会议举办的有关具体事宜进行了深入沟通对接，形成了诸多合作共识。此外，还考察了重庆宗申集团、重庆生活在线集团、重庆祥飞实业集团、重庆白俄罗斯文化旅游商品推广中心等重庆市企业和机构，探讨推动各领域务实合作，取得积极效果。

2月26日，诺罗夫就他对重庆印象，以及对将举行的上合组织地方领导人会晤的期待等问题，接受了本刊记者的采访。
《重庆与世界》记者： 请问您是第一次到重庆吗？对重庆有何印象？
诺罗夫： 一直听闻重庆是一座充满魔力的城市，初次来到重庆，这座美丽的城市带给我很多惊喜。这里独特的山水景观，纵横交错的桥梁，以及美丽的夜景都让我印象很深刻。
From February 26 to 27, Vladimir Norov, Secretary-General of the Shanghai Cooperation Organization(SCO) led a delegation to visit Chongqing, which has further deepened cooperation in economy and trade, culture, and tourism between Chongqing and SCO as well as other states.
On February 27, Chen Min’er, Secretary of Chongqing Municipal Committee of the CPC, Tang Liangzhi, deputy secretary of Chongqing Municipal Committee of the CPC and Mayor of Chongqing, municipal leaders Wang Fu and Liu Guiping, Sergei Vadimovich Stepashin, executive secretary of SCO Business Council attended the meeting.
On February 26, Norov accepted an interview during which he talked about his impressions of Chongqing and his expectations for the local leaders meeting.

云南省在枯水季节由于市场价格偏低导致煤电机组开机意愿不足，边际运行机组为煤电机组，目前面临的问题并不是装机容量不足，仅仅是机组开机意愿问题，所以为短期供给不足的问题。要提高煤电机组开机意愿的方式为提高价格，当市场价格高于边际成本时，煤电机组开机意愿增强。
《重庆与世界》记者： 您对上合组织地方领导人会晤有什么期待？这次会晤选择在重庆举行是出于哪些方面的考量？
Chen Min’er said that the successful holding of SCO Qingdao Summit in last June brought about a number of important consensus and that Chongqing would do its part to implement the outcomes of the summit and play its local role.Local cooperation plays an important role in developing friendly partnership between SCO member countries. We were glad to see that the 2019 SCO meeting would be held in Chongqing and that we would do our best to prepare for the meeting. We would like to take this opportunity to further deepen cooperation with SCO and relevant countries in such fields as economy,trade, culture and tourism, and to promote local exchanges and cooperation for greater achievements.

During his stay in Chongqing, Vladimir Norov, along with his delegation, attended the Preparatory Forum for 2019 SCO Local Leaders’ Meeting, where they exchanged views with municipal leaders on the details of the meeting, conducted coordinating work, and reach a consensus. Furthermore, they also visited many enterprises and institutions in Chongqing such as Zongshen Group, Life Online Industrial Group,Chongqing Sunfeel Industrial Group, Chongqing Belarus Cultural Tourism& Commodity Promotion Center, and explored practical cooperation in various fields for positive results.
The World & Chongqing: May I ask it is your first visit to Chongqing? What do you think of Chongqing?

诺罗夫： 十分期待将在重庆举行上合组织地方领导人会晤。重庆的地理位置很好，基础设施完善。重庆拥有丰富的国际会议组织经验，成功举办了智博会、西洽会、军博会、市长国际经济顾问团会议等国际展会，未来发展潜力巨大。同时，我也相信通过这次会晤，将更好地促进重庆和上合组织国家地方或区域取得更加紧密的联系。
According to Vladimir Norov, Chongqing is a charming modern metropolis with rich cultural heritage and a vigorous economy. The meeting to be held in Chongqing will contribute to enhanced friendly exchanges between SCO member countries and qualified multilateral cooperation. The SCO is ready to join efforts with Chongqing to make sound preparations and further promote exchanges and cooperation in economy and trade,culture.
海德格尔自身的言说也是如此。海德格尔那里的语言言说了世界，语言让世界显现出来。在《旧约全书》和《新约全书》中，上帝说要有光，于是便有光，上帝创造世界，是通过他的语言、道开启出来的。但海德格尔所讲的语言并不是上帝的话语，更不是上帝的“道”。海德格尔的世界有一个独特的说法：“四元”，即大地、天空、诸神和人（能死者）。语言召唤出天地人神四元。这里探讨的不是发生论或者自然科学上天地人之间的先后关系，而是语言和世界的本源性关系。语言呼唤天地人神的到来，并不是简单的生产、创造天地，而是将天地人神构成一个整体，将四者以各自本性、本然的面貌和方式纳入一个整体之中共存。
表3、4、5分别为Z、Y、X方向的前3阶模态频率和阻尼统计表，图6、7、8分别为Z、Y、X方向的1阶模态振型。因为模态振型具有较强的方向性，单方向的模态频率、振型与仿真整体模态频率、振型的阶数并不一定相等。
Norov: I have been heard that Chongqing is a city full of magic. When I first came to Chongqing, this charming city gave me many surprises. I am very impressed by the unique landscapes, criss-crossing bridges and night scenes.
The World & Chongqing: What are your expectations for the local leader meeting? Why this meeting is scheduled to be held in Chongqing?
本次实验研究数据使用SPSS22.0软件进行分析和处理，计量资料采用（±s）表示，实施独立样本t检验，计数资料则使用百分率（%）表示，采用χ2检验，若P＜0.05差异有统计学意义。
Norov: I am looking forward to the meeting. Chongqing boasts good location and sound infrastructure. The local government has rich experience in holding international conference, such as mart China Expo, WCIFIT, Military and Civilian International Expo, the annual meeting of the Chongqing Mayor’s International Economic Advisory Council, and has huge development potential. At the same time, I also believe that this meeting will better contribute to closer economic ties between Chongqing and SCO member countries or regions.
