当地时间3月9日至11日,第14届莫斯科国际旅游交易会在莫斯科国际展览中心举行。来自中国、意大利、西班牙等140多个国家和地区的1430多家旅游相关机构参加了此次交易会。
中国文化和旅游部组织上海市、重庆市、湖南省、海南省、江苏省和贵州省等6省市旅游部门和相关企业代表近百人参展,围绕“美丽中国”这一主题,集中展示和推出了陆上丝绸之路、海上丝绸之路、山岳之旅、江南水乡等系列中国旅游品牌和产品线路。为积极开拓俄罗斯旅游市场,重庆市文化旅游委组织团队赴俄开展了丰富多彩的文化和旅游推介活动。
随着媒体融合时代的到来,越来越多的人们开始重视和关注媒介素养,并且很多研究者和学者也对媒介素养进行了相关定义,虽然每个人的定义之间都存在着差异,不过他们都认为媒介素养是解决和使用信息所需要的能力、知识以及技巧,这也就是说,大家对于媒介素养的认知基本是相同的。[1]如果对其进行深入的分析研究就能够发现,我们还可以将其分为微观和宏观两个层面,从微观层面上来看,媒介素养主要就是媒介的信息素养,是对媒介规则的了解程度以及传播内容的接受能力;而从宏观层面上来看,其主要就是指媒介的社会素养。

The 14th Moscow International Travel Fair was held at the Moscow International Exhibition Center from March 9th to 11th local time. More than 1,430 tourism institutions from more than 140 countries and regions including China, Italy and Spain were present at the event.
经过近几年持续不断的旅游营销和对外宣传,重庆旅游在俄罗斯乃至欧洲旅游市场具有一定的知名度和影响力,但通过与参展的俄罗斯民众交流,俄罗斯和欧洲游客对重庆特色的旅游资源的了解比较有限。
During the exhibition, characteristic tourism resources of Chongqing were favored by Russian travelers and the general public. Many Russian merchants took the initiative to ask for promotional materials and souvenirs, and conducted detailed consultation on the tourism resources,transportation and catering of Chongqing. After visiting the Chongqing exhibition area, heads of several large travel agencies in Russia said that Chongqing boasts a beautiful ecological environment and rich three-dimensional tourism resources, which is complementary to those of Russia. Since Chongqing tourism products gain great popularity among Russian tourists, many agencies said they will encourage more Russians to Chongqing for sightseeing.

中俄建交70周年 旅游往来日渐密切
开幕式当天,中国驻莫斯科旅游办事处主任王晓霞作为唯一受邀的外国驻俄罗斯旅游部门代表,与俄联邦政府副总理穆特科、俄联邦旅游署署长萨福诺夫、俄联邦委员会委员福明,以及俄旅游业联盟主席施皮尔科等出席开幕式活动并共同剪彩。
今年是中俄建交70周年。近年来,随着中俄战略协作伙伴关系深入发展,两国在“一带一路”框架下的旅游交流与合作不断深化。目前中俄已互为重要客源国和旅游目的地。官方统计数据显示,2018年赴中国旅游的俄罗斯游客数量达到197.75万人次,同比增长1.4%;而中国游客首站出境赴俄人数达到184.74万人次,同比增长21.1%。中国已经成为俄罗斯外国游客第一大来源国。
莫斯科旅游部门非常重视中国游客的感受,在软、硬件方面做好全面保障。莫斯科旅游局酒店管理处处长季赫年科·阿列克谢在开幕式上表示,“对于我们来说,中国是最主要的旅游客源国,我们也给予足够的重视。去年来莫斯科旅游的中国游客数量达到80万,在所有外国游客中占据首位。因此,我们为中国游客建立了相应的旅游设施,还印制了一本名为《中国朋友》的小册子,其中包含了莫斯科商店、饭馆、酒店、博物馆等旅游场所的信息。另外,我们还潜心研究中国文化,了解中国人对什么感兴趣,学习如何跟他们沟通交流。”

This year marks the 70th anniversary of the establishment of diplomatic relations between China and Russia. With the in-depth development of China-Russia strategic cooperative partnership,recent years has witnessed deepened tourism exchanges and cooperation China and Russia under the framework of the Belt and Road Initiative. At present, they have become an important source market and tourist destination of each other. According to official statistics, the number of Russian tourists visiting China in 2018 reached 1,977,500, an increase of 1.4% year on year; while the number of Chinese outbound travelers to Russia reached 1,847,400, an increase of 21.1%. That means China has become the largest source of foreign tourists to Russia.
国家文化和旅游部驻莫斯科办事处主任王晓霞巡展时给予重庆展区高度评价,并为重庆展区站台,助力城市宣传。她表示,近年来中俄旅游合作不断深化,双方游客的互访数量持续增长。在这一大背景下,要加大宣传力度,把中国优秀旅游资源推介给俄罗斯民众。
会计的职能在于反映、监督和帮助决策。财务会计部门作为企业运转的“中枢神经”,要辅助提供采纳科学合理的决策,必须有整体观,站在全局的高度,纵观宏观经济、整个行业动态和发展前景、各利益相关者间的往来联系,同时还要熟悉本行业、本单位业务,维护单位各部门之间的分工合作和有效运转,权衡度量分析利弊,进而帮助管理好整个企业。而人工智能财务系统目前只能覆盖会计、审计的一部分基础工作,在这一方面,人工智能无法取代具备管理实践经验的高端会计人才。
Ba Yu Tourism Resources Catching the Eyes of Russians
Zhou Junxiang, associate researcher of the International Exchange and Cooperation Department of Chongqing Municipal Cultural Tourism Commission, told the reporter that the Chongqing cultural tourism delegation adopted the theme of “A land of natural beauty, a city of cultural appeal”, and focused on promoting Wuling landscape, urban tourism, Three Gorges and other special tourism resources to Russians.Combined with its own characteristics, the delegation coordinated the four major tourist routes in Chongqing through the Chongqing Boutique Tourism, Chongqing Travel Guide,Chongqing Tourism Map, CDs, brochures, maps,paper-cut bookmarks and paper-cut albums, so as to present Chongqing culture and charm in an all-round manner.

重庆市文化旅游委国际交流合作处副调研员周均翔告诉记者,此次重庆文化旅游团以“山水之城·美丽之地”为主题,结合自身特点,以重庆四大精品旅游线路为重点进行统一布置,通过《重庆精品旅游》《重庆旅游指南》《重庆旅游地图》等光碟、宣传册、地图、剪纸书签、剪纸画册,重点向俄罗斯旅行商、民众推介了重庆武陵山水、都市旅游、长江三峡等特色旅游资源,全方位展示重庆文化和城市魅力。

The Moscow tourism department has attached great importance to the experience of Chinese tourists by providing comprehensive protection in terms of software and hardware.At the opening ceremony, Aleksey Tikhnenko,Director of the Tourism Management Office of the Moscow Tourism Bureau, said, “We have given great attention to China, which is the most important tourist source market for us. Chinese outbound tourists to Moscow reached 800,000 last year, ranking first among all foreign tourists.Therefore, we have established some tourist facilities geared to Chinese tourists, and also printed a booklet called Chinese Friends, covering information about tourist places in Moscow, such as stores, restaurants, hotels, museums, etc. In addition, we have pored over Chinese culture in hope of knowing what Chinese people are interested in, and learning how to communicate with them.”
展会期间,重庆特色旅游资源受到俄罗斯旅行商和民众的喜爱,不少俄罗斯客商主动索取宣传资料和纪念品,并对重庆旅游资源、交通、餐饮等方面进行详细咨询。俄罗斯当地几家大型旅行社负责人在参观完重庆展台后纷纷表示,重庆生态环境优美、旅游资源立体丰富,与俄罗斯旅游资源具有很强的互补性,重庆旅游产品深受俄罗斯游客欢迎,他们将输送更多的俄罗斯游客到重庆旅游观光。
重庆在欧洲旅游市场的影响力仍需提升
展会期间,重庆参展团先后拜访了几家俄罗斯当地有影响力的旅行社,与相关负责人就俄罗斯市场推广、重庆旅游线路和产品的销售进行了深入洽谈。向俄方介绍了此次参展区县的旅游资源和产品,并介绍了重庆市新制定的“十三五”期间的入境旅游奖励政策,就下一步加强合作、互送游客达成合作意向。俄罗斯旅行商明确表示,希望参展团成员回国后能够向他们推荐一批优质的重庆地接旅行社,便于下一步开展合作。
Wang Xiaoxia, Director of the Ministry of Culture and Tourism of China in Moscow, highly praised the Chongqing exhibition area during her tour and showed up in the Chongqing exhibition area, contributing to increased promotion of Chongqing. She said that recent years have seen deepened Sino-Russian tourism cooperation and growing number of mutual visits. In this context,we must increase publicity and introduce China’s excellent tourism resources to the Russian people.
首先,政府要制定切实可行的减税策略。在地方债务较高、杠杆尚未去除的环境下,单纯的降低税率不仅不利于政府运转,对于企业来讲也是不负责的“懒政”。政府可以根据行业进行税率的区别,提高高利润率行业的税率,降低低利润率制造业税率;制定切实可行的税收刺激政策,加大出口退税力度;提升个税起征点等,多方面降低企业税费。

The Ministry of Culture and Tourism of China organized nearly 100 individuals of tourism departments and enterprises from six provinces and municipalities including Shanghai, Chongqing, Hunan, Hainan, Jiangsu and Guizhou. With the theme on “Beautiful China”, the exhibition introduced a series of Chinese tourism brands and product lines such as the Silk Road, the Maritime Silk Road, mountain climbing tours, and the Jiangnan water towns. In order to explore the Russian tourism market, the Chongqing Cultural Tourism Committee organized a team to carry out a kaleidoscope of cultural and tourism promotion activities in Russia.
Temporal and spatial characteristics of network attention in 5A-grade scenic spots
“俄罗斯天天国际旅行社总经理苏煊赫是一位在俄罗斯生活接近10年的华人,他谈到,俄罗斯民众目前到中国旅游首选目的地集中在海南、上海、北京等知名城市,主动到重庆旅游的俄罗斯人、欧洲人比较少,并不是因为重庆旅游资源不丰富,而是当地民众对重庆了解不多,对重庆的旅游资源缺乏足够认识。经过多年的沉淀,俄罗斯乃至欧洲的游客也迫切希望能够了解更多的中国旅游资源,尤其是旅游资源丰富的中国内陆城市。”周均翔表示,针对形势的发展,下一步还需要持续在俄罗斯旅游市场和欧洲旅游市场加大重庆旅游的宣传和营销力度,吸引更多的欧洲游客入渝旅游消费。
同时,俄罗斯当地旅游业发展水平相对较高,从业人员敬业精神和职业素养好,对待游客热情礼貌、细心周到,普遍具备英语、中文等多语种交流能力,对当地的历史、人文、地理、特产、文物等知识掌握熟练。周均翔认为俄罗斯旅游业的服务意识值得我们的旅游从业者学习。

Chongqing’s Attraction in the European Tourism Markets Still Needs to be Enhanced
During the exhibition, the Chongqing tourism delegation visited several influential travel agencies in Russia and conducted in-depth discussions with relevant responsible persons on the promotion of the Russian market, Chongqing tourism routes and products sales. The delegation introduced the tourism resources and products of the participating districts and counties of Chongqing and the newlyintroduced inbound tourism incentive policy during the “13th Five Year Plan” period, and reached cooperation intention on strengthening cooperation and sending tourists to each other. Russian travel agencies have stated that they hope that after returning to China, members of the participating delegations will be able to recommend a number of high-quality Chongqing-based travel agencies to facilitate cooperation in the next step.
Thanks to continuous tourism marketing and publicity in recent years, Chongqing has gained some popularity and influence in Russian and European tourism markets. However, after communicating with Russian participants in the exhibition, we have learned that Russian and European tourists just have a limited understanding about the tourism resources of Chongqing.
Su Xuanhe, general manager of Russia’s Tiantian International Travel Service, is a Chinese person who has lived in Russia for nearly 10 years. He said that for Russians, top tourist destinations in China are such famous cities as Hainan, Shanghai and Beijing.With regards to few Russian and European tourists to Chongqing, he mentions that this is not because Chongqing’s tourism resources are not rich, but they lack sufficient understanding about Chongqing and its tourism resources. After years of development,tourists from Russia and even Europe are eager to learn more about China’s tourism resources,especially those in China's inland cities. Zhou Junxiang said that in response to changing situation,the next step is to further increase the promotion and marketing of Chongqing tourism in the Russian and the European tourism market, thus attracting more European tourists to Chongqing.
At the same time, Russia is a place with quality development of local tourism, which is characterized by dedicated, professional, hospitable, considerate employees. They achieve great proficiency in English and Chinese, and get acquainted with local history,humanities, geography and specialties, cultural relics.Zhou Junxiang believes that the service awareness of the Russian tourism industry set a good example for our tourism practitioners to learn.
