摘要：近年来，我国民航建设工程项目不断增加。由于民航机场建设工程中涉及的内容较多，因此需要加强对施工质量进行控制，确保民航机场建设工程整体质量水平。本文分析了民航机场工程施工质量管理体制的现状，并提出施工质量控制措施，以供参考。

Discussion on Construction Quality Control Measures for Civil Aviation Airport Construction Project

Abstract：In recent years，the construction project of civil aviation in China has been continuously increasing. Because more contents are involved in the course of airport construction project of civil aviation，it is necessary to strengthen the control for construction quality so as to ensure the overall quality level of the airport construction project of civil aviation. In this paper，the current situation of construction quality management system of civil aviation airport project is made an analysis and related measures of construction quality control are put forward for reference.

1Current situation of construction quality management of civil aviation airport project
At present，the quality management of the construction of the construction of the civil aviation airport project for field track construction is more to entrust the quality inspection station of the city municipal department to carry out the quality supervision and evaluation. Because the civil aviation internal engineering supervision department does not belong to the specialized organization which is engaged in the quality supervision and inspection，the quality assessment document is in lack of the legal effect. In general，the quality assessment of civil aviation project after completion is completed by an ad hoc acceptance team，which has no chance to provide legal proof of the evaluation results.
2Analysis on the quality control measures of the civil aviation airport under construction
2.1Setup of a well-established system concerning quality management
First of all，a complete quality management system is to be elaborated in accordance with realities，and ensured to be put into action effectively in the process of construction. Quality management regarding airport construction shall be further strengthened；Secondly，it’s common to see relevant construction units found exclusive teams targeting technical quality management to thereby make it work better to intensify the supervision towards the operation of the quality management system and strictly regulate the concrete behaviors generated by the airport construction. Furthermore，training of technical supervisors and constructors are supposed to be heightened so as to guarantee the overall project quality.
2.2Enhancement of the general contracting function of the construction units
To achieve the goal of improving construction quality，it seems sensible to implement the general contract system to effectively streamline the working procedure and meanwhile diminish management difficulties. In spite of fairly enormous setbacks still to be conquered regarding the implementation of the general contract construction mode in the process of the airport construction，construction units concerned should get well prepared to efficaciously improve the airport construction quality and realize the goal of building an excellent airport project by means of the project general contract construction mode.
2.3Optimization of the design of the construction organization
Optimize the construction organization design to hereby specify the following aspects，including construction technologies，construction methods，construction machinery and equipment，personnel，construction flows and so on. In the meantime，with reference to the particular condition existing at the construction site，any possible construction quality-related factor ought to be taken into comprehensive consideration and reasonable countermeasures as well as emergency plans should be formulated as well. In addition，it’s suggested that construction organization design should be optimized，scientific and effective quality control measures should be proposed and quality tracking management and inspection should be consolidated.To sum up，the quality of the airport project should be fully ensured from the fore-mentioned aspects，including construction methods，construction procedures，quality control etc.
2.4Impeccable implementation of the construction material control
First and foremost，it’s imperative to ensure jobs with regard to purchase，deployment and allocation to be conducted meticulously. Additionally，intensive measures should be taken for the purpose of monitoring the quality of materials，For instance，prior to a final decision on the purchase of a certain construction material，strict comparisons are to be carried out between the selected material and its counterparts from the following perspectives of price，quality，performance and the like. Brands in compliance with the relevant national standards should be eventually targeted. Suppliers selected through competitive bidding must have both strength and ability to ensure that the quality of the materials meets the standards and does not falsify.
Based on what has been discussed above，the project quality weighs exceptionally heavily for the overall project management in the course of the construction of the civil aviation airport project，which requires concerted efforts effectively exerted by all the construction personnel and departments of all categories，as well as the ceaseless intensification of quality supervision. Only in this way can the overall quality of the airport construction project be fully warranted and the target of making the airport construction a high-quality project be eventually achieved.
